“Sickening” — Local Man Arrested in Child Porn Sting


Neighbors Outraged After Judge Clinkscales Sets Bond at $7,500

A Columbus man was arrested early Tuesday morning and charged with possessing what some are calling a “sickening amount of pornography.”
Sixty-six-year-old Noel Everett Sumrall, Jr., of 811 Fifth Ave N., was arrested and charged with one count of child pornography just past 10:30 a.m. Tuesday after the Columbus Police Department reportedly received an anonymous tip.
CPD’s Criminal Investigations Division arrived at the residence just before 9 a.m. with a search warrant and quickly discovered seven large trunks full of child pornography in Sumrall’s home, shed and garage. The seven trunks reportedly contained a vast amount of pornography.
[The seven trunks were found in a storm shelter behind the home. The trunks all had padlocks that had to be cut off using bolt cutters. The shelter itself was sealed and CID  officers had to cut their way into the building with a hacksaw. The trunks were carried out one-by-one and eventually filled the bed of Investigator Don Richardson’s Ford F-150 Also interesting: under the carport, Sumrall had a heavy duty generator that was recently installed for a reported $8,000. – JD] According to the CPD, the majority of the pornography is of young boys. However, the wide array of explicit material depicted lewd images of both boys and girls, ranging in age from four to 17.
Lead Forensics Investigator Austin Shepard says “every form of media is represented” in Sumrall’s allegedly massive and decades-old collection.
In addition to the trunks, CID also confiscated Sumrall’s computer and hard drive.
According to CPD Public Information Officer Terrie Songer, the investigation is expected to “take weeks.” She added, “No stone will be unturned. We are sifting through every single piece of evidence.”
Sumrall was arraigned Tuesday afternoon and, after paying his $7,500 bond, is back home at his residence. Possession of child pornography is a federal offence and is punishable by up to five years in federal prison per count. Distribution of child pornography has a maximum penalty of 15 years in federal prison per count. [Bonds for suspected sex offenders vary per case but if Packet readers will recall, Robert Triplett was denied bond at his arraignment in October 2009. Triplett was arrested after Lowndes County Sheriff’s Deputies found evidence of child pornography on his computer while searching for his missing step-daughter Kaila Morris. Triplett was later convicted of one count of possession of child pornography. SF]

Neighbors of Sumrall’s, who wished to remain anonymous, reached out to The Packet expressing concern over what they believed to be “an incredibly low bond for such a severe charge.”
Municipal Court Judge Nicole Clinkscales set the bond at $7,500 with the condition that Sumrall not have any contact with minors unrelated by birth. Several children live in Sumrall’s neighborhood, with a five-year-old child living just two houses away. The child’s mother told The Packet she now fears for her child’s safety, calling Sumrall a “sicko.”
When reached at his home for comment Wednesday evening, the accused stated, “I have an attorney and will not comment.”
Sumrall, a member of First Baptist Church and renowned world traveler, has been living at the residence for a reported 40 years. Sources familiar with Sumrall tell The Packet that their neighbor is a former Marine and Vietnam veteran. Sumrall also had a lengthy career with the United States government as an auditor and is currently a bookkeeper for R.S.V.P., a senior citizens outreach program.
When questioned about the amount of Sumrall’s bond, Clinkscales said his “ties to the community don’t present him as a flight risk.”
[Those reported ties to the community include Sumrall’s relationship with two of the five elderly murder victims from the late 1990s. Sumrall’s mother was reportedly best friends with victims Louise Randall and a close friend of Betty Everett.
Randall was murdered on October 20, 1998 and Everett was murdered November 17, 1998.
When asked if Sumrall was a potential suspect, Chief of Police Selvain McQueen responded, “At this time we are not dismissing any possible leads.” SF] As of press time Wednesday evening, Sumrall had been charged with one count of child pornography; due to the extent of the investigation, additional charges have yet to be determined.

  1. I agree that this is awful!!! And the man should get the max, but why are people mad at the judge for the low bail?? They should be mad at the cops for just charging him with 1 count!! They filled a pick-up up with the trunks and got his computer and only charged him with 1 count!! HELLO!!!! Why are y’all mad at the judge!!!!!

  2. Surely this guys attorney will request a psychiatrist for evaluation. There is testimony on here of strange behavior since high school. He will be safer in Whitfield than Parchment for sure, and cost the taxpayer less money also.

  3. Sorry Mr. Ford, possession of child porn is a little more than strange behavior. I think he should be held without bail in general pop, that way we hopefully don’t have to waste money on a trial.

    We need to send a message that there is no place in our society for sick-os like this.

  4. You got a really good point Drew , I, myself, am not familar w/ the porn laws here in Mississippi. Just saw where someone got 2 charges for fooling w/ underage kids, 1 for under age 18, and 1 for under age 14. I wonder if there are laws differentiating kiddie porn from teenage porn. Also, if someone got caught w/ that much in illegal drugs, there would have been an ‘intent to distribute’ charge to boot. This guy only got charged w/ 1 count of possession, and had 6 trunks worth of the stuff. Was this guy a distributor? Maybe someone can rework these laws, cauz this judge just gave him his loophole. But it is going to take caring people like yourself to write to our AG Jim Hood, and tell him what you want the law(s) to be. They look pretty out-dated from the charges handed down in this case.

    Thailand is a known “tourist” destination for those engaged in child prostitution and the distribution of child porn. It’s big business there and corrupt government official turn a blind-eye to those engaged in these criminal activities.

    Being a “world traveler” and former Marine Corp Vietnam veteran makes me wonder if he was/is a frequent “R&R” visitor there.
